关于服务器的一些问题

1，访问localhost, 显示”It works!”。但访问localhost/index，缺显示”This site can’t be reached localhost refused to connect.”。apache配置rootdirectory为”/Users/Yvan/WebServer/Documents”, index.php在当前目录下。
启动apache后，可以正常访问。
疑问：为什么没启动apache，访问localhost也能显示”It works!”?
